Rapid City, SD — Develop a unified and responsive Black Hills Mental Health/Substance Abuse System that is sustainable, promotes prevention, encourages service collaboration and information sharing among state and local agencies, and is replicable in its application to address other community concerns. Bush funding will be used to complete a region-wide needs assessment, comprehensive plan, community engagement, leadership training, and impact and replication design including a public policy plan, which is a prerequisite to seeking grant funding from other sources for plan implementation
