Pine Ridge, SD — Native Nations Rebuilders Program (cohort 5) - Courtney has served as the Oglala Sioux Tribe credit and finance director for the past 10 years. She was instrumental in passage of the Tribe’s business codes, consumer protection laws, secured transactions laws and the memorandum of understanding between the tribe and the Secretary of State of South Dakota to establish a joint sovereign filing system. She continues to assist the Tribal Council in the development of laws and procedures for business development, home ownership and financial education.
