Black Hills Area Community Foundation (BHACF) will develop and spread a public-private model to support the development of affordable and workforce housing in Rapid City. The Strategic Housing Initiative will develop a public-private model to provide flexible, low-interest loans from a revolving loan fund for new development and rehabilitation of housing. The Housing Initiative will increase housing affordability and access where Native Americans rent and can be served by Native-led organizations. An increased availability of below-market rentals for households with low to moderate incomes will lead to their housing stability and wealth development. Replicating this model can improve the equitable development of housing by other cities in South Dakota.
